Scott grew up in rural Western Pennsylvania, not far from the spot where Flight 93 crashed on 9/11. He earned his undergraduate and law degrees from the University of Pittsburgh, where his grandfather matriculated in the 1930’s. He began his legal career with the small general practice firm of Ogle, Policicchio & Frantz in Somerset, Pennsylvania, where he also served as an assistant Public Defender for over ten years. That firm became Ogle, Policicchio, Frantz & Scurfield in 1992 when he was made a partner. He practiced there in the areas of consumer bankruptcy, real estate, domestic and matrimonial law, criminal defense, and civil litigation. He appeared in court (civil and criminal) in Pennsylvania on a near-daily basis for over 12 years.
Scott moved to North Carolina with his family in 2000 and began practicing civil litigation exclusively with Rod Pettey at Yates, McLamb & Weyher, the predecessor firm to Pettey & Partrick. His cases there included representing West Pharmaceutical following a multi-fatality explosion and fire at their Kinston, NC manufacturing plant, and representing insulin manufacturer NovoNordisk in a multi-million dollar product loss case at their Clayton, NC facility.
Scott’s career took a different turn in 2010 when he joined the Goldsboro-based firm of Riddle & Brantley to oversee their Social Security Disability law practice. He was certified as a specialist in that practice area by the North Carolina State Bar in 2017, a designation he still holds. He represented thousands of disabled civilians and veterans in claims before the Social Security Administration, the Veterans Administration, and against private long-term disability insurance carriers. He appeared in well over 1,500 hearings before Administrative Law Judges and Veterans Law Judges. He represented over 100 disability claimants in appeals to the Federal District Courts throughout North Carolina.
In 2023, Scott rejoined Rod Pettey and the other attorneys who formed Pettey & Partrick, to help launch the firm and continue their long, successful track record of representing civil litigants all across North Carolina.
Scott and his wife Melissa live in downtown Raleigh with their two English bulldogs. He is a golf, fitness and outdoors enthusiast when not at work.
